Colwood Transportation Master PLan: Operational Analysis
The City of Colwood embarked on a Transportation Master Planning Study in 20013. Urban Systems was retained to undertake the Planning component of the study.
Adpet was retained by the City to undertake detailed traffic operational analysis of existing and future forecast conditions.
Adept began by inventorying existing traffic data from MoTI, previous transportation projects and from the Capital Regional District (CRD) vehicle and cyclist count programs. This data was supplemented with an extensive data collection program in order to capture both the AM and PM Peak Commuter traffic periods.
Synchro / SimTraffic computer traffic models were developed for each period and operational intersection performance measures documented.
The CRD Travel Demand Forecast model was employed to forecast traffic conditions to Horizon Year 2038. This process was usefull in identifying pressure points in the road network. Optional road network modifications were tested to evaluate mitigation measure priorities. This also allowed for a clear understanding of future cross section requirements, which assisted in identifying "Complete Streets" infrastructure and Rights of Way needs.
